Recommendations for the New EU Parliament and Commission to Strengthen the Implementation of Sanctions Against Russia

The European Union is at a crucial moment in the enforcement of sanctions against Russia. While military and financial support for Ukraine remains paramount, sanctions are an effective tool to hinder and disrupt Russian military operations. Our inter-organizational task force has issued this new report, containing concrete recommendations for EU institutions to strengthen the implementation of anti-Russian sanctions.
Experts from the Prague Security Studies Institute (PSSI), the Association for International Affairs (AMO) and the Resilient Czechia initiative call on political leaders to improve procedures, and on EU institutions to increase the enforcement of sanctions. They presented a working version of their recommendations to the Czech government and EU representatives for the first time at a side panel of the GLOBSEC conference. Following the publication of the final version of the recommendations for the Czech Republic, they are now issuing their final proposal to the European institutions.
The recommendations propose to sharpen the focus of EU institutions on sanctions by directing EU agencies to provide more operational support to Member States, including coordinating the cross-border investigation of violations, expanding the collection and publication of data on sanctions efficacy and violations, increasing the scrutiny of third countries (especially China and Belarus), exploring permanent Russian asset confiscations, and levying a tax on Western companies operating in Russia, among other policy improvements.
